AI × Radio: Opportunities & Responsibilities for Europe

Jean-Paul Philippot highlights AI as a tool to strengthen trusted, human-led journalism and public service media in Europe.
He also addresses the need for a clear regulatory framework to secure radio’s visibility, responsibility, and sovereignty in connected environments.

        • Jean-Paul Philippot, General Administrator at RTBF

        15:10–15:50 | Policy Focus

A Sovereign Europe also in Connected Cars

This session addresses the growing gatekeeping role of connected cars and digital devices, and the implications for radio’s visibility, prominence and public value in Europe. As global technology platforms increasingly shape access to audio, ensuring fair conditions for Europe’s most trusted medium becomes a strategic policy issue.

In a first part, the keynote will outline what is at stake for radio in the Digital Networks Act (DNA), including access to dashboards, prominence, safety and emergency communication. The second part will bring together European institutions, regulators and industry representatives for a high-level roundtable on discoverability, platform relations, sovereignty, broadcast continuity (FM/DAB+) and user experience in connected environments.

Together, the keynote and roundtable aim to clarify how European regulation and coordinated action can ensure that radio—Europe’s most trusted medium—remains easily accessible, visible and relevant in connected environments, while supporting democratic resilience, competition and innovation.

        • Session chaired by Roberto Suárez, Managing Director, South 180

        15:10–15:20 / part 1 | Keynote

The Digital Networks Act (DNA): What’s at Stake for Radio in Connected Cars?

This keynote provides a strategic overview of the Digital Networks Act (DNA) and its implications for radio in connected and AI-driven environments. It will outline the main objectives of the DNA—simplification, completion of the Single Market, end-user rights, investment and innovation—while clarifying its scope across providers, services, networks and connected devices. Particular attention will be given to provisions affecting in-car radio, including access, prominence, safety, emergency communication and the future role of broadcast radio (FM/DAB+) within connected dashboards.

        • Peter Stuckmann, Head of Unit, Digital Decade & Connectivity at European commision / DG CONNECT

        15:20–15:50 / part 2 | High-Level Institutional Roundtable

        Radio’s Visibility, Prominence & Access

The dominance of American tech giants threatens the position of radio, the most trusted medium in Europe and a key contributor to the public debate. The increasing gatekeeping role of digital devices, particularly car dashboards and smart speakers, introduces new intermediaries whose objectives differ greatly from those of licensed radio services, which are intended to serve the public interest.

(Re)framing the challenge: radio’s role in the fight against FIMI*

This keynote will explore why the challenge that democracies are facing across the world goes beyond “disinformation” and should be tackled from the foreign information manipulation and interference framing. It will highlight why radio remains a uniquely powerful and trusted medium that is still targeted by threat actors such as Russia and China to manipulate audiences across borders and communities. The speech will conclude with proposals for a way forward – what can be done to address FIMI,* including in the context of radio.
